Position Summary This position, under the general supervision of the Program Management and Roadside Facilities Chief, provides interpretation, analysis, and statistical reporting of financial data for functional areas of the Bureau of Highway Maintenance (BHM).
The position serves as the expert for the division’s Maintenance Program Management (MPM), performing internal and external reconciliations, including County Highway Department submissions for routine and complex maintenance activities for the state highway facilities.
The position will develop, implement, and maintain policies and procedures to document financial system operations; establish and maintain financial accounts and other records within financial systems; and produce various specialized accounting reports.
This position provides interpretation, analysis, and statistical reporting of financial data for functional areas of the Bureau of Highway Maintenance (BHM).
The position serves as the expert for the division’s Maintenance Program Management (MPM), performing internal and external reconciliations, including County Highway Department submissions for routine and complex maintenance activities for the state highway facilities.
The position will develop, implement, and maintain policies and procedures to document financial system operations; establish and maintain financial accounts and other records within financial systems; and produce various specialized accounting reports.
This position will review the timeliness, accuracy, and appropriateness of county invoices, budgets, and other data in the maintenance program.
This position will work directly with the counties to correct errors, as well as identify and resolve issues pertaining to accounting practices and invoicing procedures.
When the position finds discrepancies of large magnitude, or issues that otherwise cannot be resolved directly with the counties without additional review, the position will reach out to the Bureau of Financial Management (BFM) to determine if an audit is needed.
When audits performed by BFM verify the discrepancies, this position will then work with the counties to correct errors and provide additional training and guidance to prevent similar errors.
This may involve development of new or revising existing policies and procedures to ensure adherence to Generally Accepted Accounting Principles (GAAP) and state and federal laws and policies.
This position will also be responsible for creating appropriate documentation to guide 72 counties, involving multiple complex appropriations for accurate invoicing and reporting for maintenance activities performed on the state highway system ($200M annual appropriation).
This position is responsible for providing conceptual enhancements to other team members for MPM, as well as leading training and providing procedural direction for the counties and regional staff.
This position will also review requests for new and/or adjusted equipment reimbursement rates and assist Bureau of Financial Management (BFM) in establishing rates.
This includes researching new technologies, developing policies and procedures related to new technologies, and collaborating with counties to upgrade their fleets and adopt updated practices related to these new technologies.
This position will develop appropriate accounting procedures for new equipment and other county expenses related to the maintenance program.
Knowledge of Generally Accepted Accounting Principles (GAAP) is required.
The position needs to become an expert in several Department of Transportation (DOT), Division of Transportation System Development (DTSD), and Department of Administration (DOA) financial systems including but not limited to Maintenance Program Management (MPM) and County Highway Equipment Management System (CHEMS).
