Introduction The Wisconsin Department of Administration (DOA), Division of Personnel Management (DPM) is looking for a talented leader to oversee the Payroll & Benefits program at the Department of Health Services (DHS).
This position will be responsible for providing vision and leadership to help bring this change into reality and to innovate policies and practices that ensure that 6,500+employees are paid accurately and have full access to the benefits offered by the State.
The headquarters of this position is at the DHS Central Office located at 1 W Wilson Street in Madison, WI.
This position will oversee two program supervisors supporting DHS’ 24/7 facilities and the central office divisional staff.

Position Summary As the DHS Payroll & Benefits Program Manager, you will be responsible for ensuring that DHS receives full service in the areas of: Payroll administration consistent with all applicable state and federal laws Benefits management in accordance with all rules and procedures managed by the Department of Employee Trust Funds and other legally required authorities Select elements of state and federal compensation programs (e.
g.
, unemployment compensation, workers’ compensation, employee pay adjustments, etc.
) Program policy review and development.
In addition, you will: Provide direct supervision of two Payroll & Benefits Supervisors and indirect supervision of approximately 20 additional staff located throughout the state.
Work closely with DOA Central Payroll program and Central Benefits program to ensure operational consistency and efficiency.
Work with colleagues in other agencies to share ideas that lead to innovations to maximize efficiency and effectiveness in the delivery of Payroll & Benefits services to all State of Wisconsin employees.
Salary Information The starting salary is between $48.
00 and $50.
83 (approximately between $100,000 and $105,000 per year), depending on qualifications, plus excellent benefits.
A 24-month Career Executive trial period is required.
Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction.
This position is classified as a Payroll & Benefits Program Officer and is in pay schedule and range 81/02.

Qualifications Minimally qualified applicants will have all of the following: Formal supervisory experience performing duties such as resolving conflict, coaching, evaluating employee performance, hiring, administering discipline, reviewing and assigning work, etc.
Experience performing payroll administration tasks in an organization of 500 or more employees, including performing tasks such as processing bi-weekly payroll, auditing payroll transactions, reconciling payroll adjustments.
Experience interpreting and applying State and Federal policies related to payroll and benefits administration.
Experience facilitating or participating in process improvement activities for an organization.
Well-qualified applicants will also have one or both of the following: Experience performing benefits administration tasks in an organization of 500 or more employees.
Experience using PeopleSoft to process payroll or benefits activities.
