Summary of Job The City of Verona is currently recruiting for a Public Works Director.
The Public Works Director is responsible for planning, supervising, and coordinating the activities of the Public Works Department subject to the general direction of the Public Works, Sewer and Water Committee and the City Administrator.
The position involves administrative responsibility for water, sewer, and storm water utilities, the maintenance and construction of sanitary and storm sewers, water utility infrastructure, street and highway maintenance and construction, snow and ice removal, refuse and recycling collection, and public parking lot construction and maintenance.
The Director of Public Works supervises the Assistant Director of Public Works, Streets Superintendent, Utility Billing Clerk, and Construction Supervisor.

Job Duties and Responsibilities Essential Job Functions: 1.
Furnishes administrative and technical advice, and written or oral reports to the Public Works, Sewer and Water Committee, City Council and City Administration; 2.
Prepares and oversees the annual department budgets for Public Works, Refuse and Recycling, Water Utility, Sewer Utility, and Storm Water Utility; 3.
Plans, directs, and oversees the repair and maintenance of city streets, sanitary and storm sewers, water mains, and curb and gutters; 4.
Prepares work programs and supervises the activities of subordinate employees in the department; 5.
Reviews new public works, sewer and water plans and works with construction engineers and contractors during construction projects; 6.
Prepares reports and studies for the Public Works, Sewer and Water Committee; 7.
Attends City Council and Public Works, Sewer and Water Committee and other meetings as necessary; 8.
Meets with citizens and follows up on complaints and reviews problems called to the attention of the department; 9.
Supervises the preparation of records and other documents associated with the department; 10.
Works with both the Director of Parks and Urban Forestry and the Recreation Director on a frequent basis to coordinate work plans.

Reviews new subdivision plats and preliminary plans with the Technical Advisory Committee and City Engineer; 12.
Supervises departmental activities through periodic reports of subordinates and by conducting on site inspections; 13.
Provides developers and appropriate committees with information on present and future developments and construction projects; 14.
Administers the refuse and recycling contract; 15.
Develops policies for the collection and disposal of refuse and recycling items which are not collected in the contracted refuse and recycling program; 16.
Prepares and administers grants for refuse and recycling programs; 17.
Prepares grant applications for public works infrastructure improvement projects; 18.
Reviews bids for new and replacement equipment and makes recommendations for acquisition; 19.
Oversees the department safety program and is responsible for implementing city safety policies and providing regular safety training for employees.

Oversees department operations including: • Snow plowing operations and all phases of snow and ice control; • Maintenance on all traffic control devices; • Street sweeping program; • Operation and maintenance of public works, water, storm water, and sanitary sewer facilities; • Repair and maintenance of department-owned vehicles and equipment; 21.
Identify and implement sustainability practices into Public Works operations.

In conjunction with the Planning and Development Director, oversee the maintenance and expansion of sidewalks, bike paths, and other multi-use paths.
Other Job Functions: 1.
Keeps current on trends and issues involving public works, sewer and water by attending seminars, meetings and reviewing appropriate technical journals; 2.
Keeps City Administration advised of the status of employees and projects; 3.
Performs related assignments as requested by the Mayor, Common Council, and City Administrator.
Qualifications KNOWLEDGE, SKILLS AND ABILITIES: The Director of Public Works must have the following: 1.
Knowledge of modern principles and practices of public works administration.
2.
Knowledge of the laws and regulations related to departmental activities, to include engineering principles.
3.
Knowledge of the principles of budgeting.
4.
Ability to direct and supervise public works, sewer and water activities.
5.
Ability to communicate and present information in a professional manner, establish and maintain effective working relationships with employees, City officials, contractors, developers, and the general public.
6.
Ability to utilize initiative and resourcefulness in handling general public works, sewer, storm water, and water problems.
7.
Ability to exercise sound professional judgment with tact and courtesy.
8.
Ability to accept responsibility, to make decisions, to delegate responsibility and to motivate people toward a coordinated effort.
EDUCATION AND EXPERIENCE: Required Education and Experience: 1.
A minimum of five (5) years of progressively responsible experience in public works management or a closely related field, including supervisory experience is required.
Preferred Education and Experience: 1.
Graduation from an accredited college or university with a bachelor’s degree in civil engineering, construction management, public administration, business administration or a related field is preferred.
2.
A master’s degree and/or Professional Engineer (PE) license is preferred.
3.
Experience in construction engineering, project management, or related position within construction is preferred.
4.
Possession of Water Works Operator Grade 1 (Groundwater and Distribution) is preferred.
ADDITIONAL REQUIREMENTS: 1.
A valid driver’s license is required.
Additional Information WORK CONDITIONS AND PHYSICAL REQUIREMENTS: The Director of Public Works will spend time in an office environment and the time in the field in a variety of weather conditions and at various times of the day and night.
The Director of Public Works is required to be physically able to sit, stand and walk for extended periods and must be able to lift up to 50 pounds on occasion.
Hours may be dependent on work-cycle needs and other meeting times.
EQUIPMENT USED IN PERFORMING TASKS: Pick-up trucks and other department vehicles, computers, phones, calculators, copiers, fax machines and other typical office equipment.
