Introduction
The Legislative Human Resources Office (LHRO) is the nonpartisan legislative office that provides exceptional human resources-related customer service to the Wisconsin Legislature.
Our objective is to aid legislative offices with recruiting, developing, and retaining a high performing and diverse workforce within the Legislature; administer payroll and benefit processes; and foster a healthy, safe, and productive work environment, while providing all the necessary training, guidelines, and support required for success.

We are located on the Capitol Square in beautiful downtown Madison, Wisconsin.
Our office is walking distance away from the Monona Terrace, the Dane County Farmer’s Market, and historic State Street.
The LHRO is currently accepting applications for a highly motivated and detail-oriented Instructional Designer.
Annual salary range is $55,000 - $70,000 based on experience and qualifications.
Position Summary
Under the general supervision of the Training Officer, the Instructional Designer will support, develop, and/or deliver training courses and programs within the Wisconsin Legislature.
Specifically, this nonpartisan role will:
Develop and design in-person and virtual training experiences that support learning retention and transfer;
Conduct research and collaborate with subject experts to curate content;
Define learning objectives, performance outcomes, and success measures;
Design instructional material (courses, tutorials, job aids, etc.
) using adult learning principles and methodologies;
Analyze, update, and refine course content to ensure accuracy and effectiveness;
Facilitate in-person training experiences that engage the learners through various interactions such as group discussions, hands-on practice, simulations, etc.
Support content creation and facilitation for new employee orientation, onboarding, and internship programs;
Answer inquiries from legislative staff about courses;
Stay current with industry standards, noting and sourcing new trends and tools in employee training and development;
Perform other related duties as required.
Qualifications
We believe in the power of learning and development; therefore, we will consider candidates with limited training experience if they meet other requirements.
This candidate must be open to learning within the role through mentoring and feedback.
Some experience in training development, human resources, professional writing, or other related areas;
Degree related to human resources, English communications, or related field;
Knowledge of instructional design theory and adult learning principles;
Strong facilitation skills;
Strong customer service skills (we are a service agency);
Ability to establish and maintain collaborative working relationships with others;
Ability to work in a nonpartisan environment;
Ability to operate in a professional and confidential manner while working with legislative employees in the performance of assigned duties;
Comply with all legislative and enterprise security standards, policies, processes, and procedures;
Proficient or willing to learn training development software (e.
g.
, Articulate, Camtasia, Adobe Suite, etc.
) and office software systems (e.
g.
, Microsoft Office applications such as Word, Excel, Access, PowerPoint, etc.
Knowledge/Experience Desired
Advanced verbal and written communications skills (writing samples will be required);
Ability to work independently in completing assigned tasks and seeking direction appropriately when needed;
Ability to manage competing priorities simultaneously;
Some knowledge of project management methods and techniques;
Some knowledge and skill in facilitating and conducting meetings;
Ability to respond effectively to the most sensitive inquiries or complaints;
Demonstrated ability to meet deadlines;
Some knowledge of graphic design best practices, specifically for desktop publishing.
